Hypertext links are used here as a proxy indicator of online institutional interconnections. When an organization links to another website, it can indicate relevance, reference, or trust in the online environment.

The two graphs show different ways of reading the same network: significance from the target organization's perspective, and effort from the source organization's perspective.

Effort Graph

Explanation: the fact that the number of links that source organization A sends to target organization B is not of great importance for B does not mean that it is not a large percentage of all links that source organization A has on its site.

This view uses the outbound-domain relationship and shows effort from the source website's perspective.

Significance Graph

Explanation: the thicker the arrow on the graph, the more significant the number of links leading from source organization A, in relation to all links leading to target organization's B site.

This view uses the inbound/referring-domain relationship and shows significance for the target website.
